Take a look at this animtion done for The Wraith online. The camera appears to pan across and up the side of a very tall building.

This was done by creating a background in illustrator and animating the whole thing at once in Flash. Note that I was able to get away with using extreme curvilinear perspective just on the skyscraper creating a "worm's eye view " effect. The effect only works because the framing of the scene only allows a limited view of the cityscape.
